Data Scientist

Located in St George, UT this is a full time in office position. Candidate must be located in local area or close surrounding. Full time benefits include Medical, HSA option, dental, vision, Utah Retirement System (URS), 401(k) option, paid leave, sick leave and paid holidays. Beginning Salary rage is $48,816 - $51,816
Provide a professional, team environment that values accomplishing agency goals with colleagues, agency partner staff, and elected officials. Interest in the form and function of cities and metropolitan and rural areas, especially the interaction between transportation, land use, and economic opportunity.
Communicate complex information in meaningful ways that are understandable to a non-technical audience through maps, web maps, dashboards, infographics, and in writing. Develop and manage spatial and other data structures including relational databases in traditional, GIS server, and other web-based environments, including ArcGIS Online
Coordinate with internal staff, member agencies/organizations, and consultants relating to Travel Demand Modeling efforts. Support gathering stakeholder input from local government staff and officials, transportation-related agencies, fellow MPOs, and advocacy and other community groups. Respond to requests for data and mapping from internal and external customers. Understand the basic principles of transportation and urban systems, current and future land uses, demographics, and best practices in the management and analysis of complex datasets. The Data Scientist may be assigned to work on projects in other departments that have GIS and/or Data Analysis elements.
Staff public meetings, open houses, and contribute to professional user groups. Participate on internal teams relating to the Regional Transportation Plan, Transportation Improvement Program, and other core initiatives.
Conduct comprehensive and detailed research of proposed transportation opportunities for the Dixie MPO. These efforts are intended to promote the development, enhance efficiency, and increase safety of regional transportation system. Collect, review, and analyze data and project designs; develop project design option, initiate staff reviews to focus on preferred alternatives consistent with established master plans; prepare written recommendations related to project development priorities.

MINIMUM QUALIFICATIONS
1. Education
a Bachelor's Degree in GIS, geography, planning, computer science, engineering, or field directly related to transportation planning. Coursework in GIS required (Master’s Degree preferred).
AND
b Two (2) years of experience and responsibility applying geospatial analysis and technical problem solving.
OR
c And/or an equivalent combination of education and experience.
2. Required Knowledge, Skills, and Abilities:
a Experience with ESRI GIS software including ArcMap, ArcGIS Pro, 3D Analyst, Network Analyst, Spatial Analyst, and ArcGIS Online. Complex data analysis using tools such as Excel, Google Sheets, SQL, GitHub, or Pandas is desired. Demonstrated experience in automating mapping or developing custom geographic analysis or data manipulation processes using Python or similar programming languages. Experience with transportation and land use forecasting tools is desired, but not required
b Create, edit, maintain, and publish GIS datasets depicting transportation projects (roadway, transit, and active transportation infrastructure); land uses and economic development; current and future infrastructure and conditions; and policy initiatives.
c Design and implement repeatable geographic analysis processes to support transportation and other regional planning work.
d Quantitative analysis; organizational communication techniques; negotiation techniques; business and technical writing.
e Internal control principles and methods of application; creative problem-solving processes and facilitation skills; interrelationships between various types of local governments and agencies.
f Required to have knowledge and skill with census data for projecting regional growth.
3. Special Qualifications:
a May be required to possess a professional license or designation.
b Demonstrate a working knowledge of basic word processing, spreadsheet and database software.
